Can You Do Two Degrees at the Same Time in India? UGC Dual Degree Rule 2026 Explained (Regular + Online, Online + Online)

Can you do an online MBA while you are still finishing a BCom? Can you study an online BBA and an online BCA together? Until a few years ago, the honest answer was "not officially". Today, UGC's dual degree guidelines allow students to pursue two academic programmes at the same time, but only in specific combinations and under conditions that many students miss. This guide explains the rule in plain language, what changed in 2025, and how to avoid the mistakes that make a second degree a risk instead of an advantage.

Quick Answer: Does UGC Allow Two Degrees at the Same Time?

The Rule in Brief: What UGC Actually Says

UGC first issued guidelines for pursuing two academic programmes simultaneously in April 2023, following the NEP 2020 push for flexible, multidisciplinary learning. The guidelines were revised after the Commission's 589th meeting on 3 April 2025. The core permissions are:

Two full-time regular programmesAllowed, provided the class timings of the two programmes do not overlap.
One regular + one online or ODLAllowed. The online or ODL programme must be from a recognised institution.
Two online or ODL programmesAllowed, up to two at a time.
Three or more programmes togetherNot covered. The guidelines speak of two.
PhDExcluded from these guidelines.

The guidelines cover degree and diploma programmes. Together with the compulsory link to recognised institutions, this means a UGC-DEB approved online degree can legitimately sit alongside a second programme.

What changed in the 2025 revision

The most talked-about change was about the past. As reported, the revised guidelines recognise programmes that a student pursued simultaneously before the guidelines were issued, provided the student followed the UGC rules and the university statutes that applied at that time. The earlier 2023 version had said no retrospective benefit could be claimed. If you already hold two degrees earned in overlapping years, check your own case with your university rather than assuming either way.

Conditions You Must Meet

  1. Both institutions must be recognised. For any online or ODL programme, the university must hold current UGC-DEB recognition or entitlement for that exact programme and session. See our guide to UGC entitled vs UGC recognised.
  2. No timetable clash for two regular programmes. Online programmes are more flexible, but you still need to manage live sessions and exams.
  3. Professional programmes follow their councils. Programmes under statutory or professional councils must also follow those councils' regulations.
  4. Your universities must allow it. UGC asked universities to devise mechanisms through their own statutory bodies, so one university may have a clear process while another does not.
  5. Each admission must meet its own eligibility. You need to qualify for each programme separately, with its own fees, documents and exams.

Does a Second Degree Count for Jobs and Exams?

The dual degree rule says you may study two programmes together. It does not change how a particular recruiter, exam or university treats the degrees. Whether a degree counts for a government job, UGC NET or admission to a higher programme depends on that body's own notification. Read the eligibility clause for each, and see our guides on government job eligibility and UGC NET eligibility.

DEB ID and ABC ID When You Study Two Programmes

Online and ODL learners need a DEB ID and an ABC ID. These IDs belong to you, not to a programme, so you create them once. Ask each university how it records a second concurrent enrolment, and keep copies of both admission records and fee receipts.

Dual Degree vs Double Major vs Integrated Degree

Do not mix these up when a university advertises a "dual" option. Ask whether you will get two certificates or one.

7-Step Checklist Before You Enrol in a Second Degree

  1. Confirm the combination is one of the three allowed ones, and that you are not planning a third programme.
  2. Verify UGC-DEB approval for the online programme and session using our approval checker.
  3. Ask both universities in writing whether they allow concurrent enrolment and what documents they need.
  4. Compare class and exam calendars for clashes, and ask about attendance rules for the regular programme.
  5. Check statutory council rules if either programme is professional or technical.
  6. Add up the full cost of both programmes, including exam fees, and check refund terms in our refund policy guide.
  7. Estimate the real weekly hours and decide honestly whether you can sustain both for the full duration.

Common Mistakes to Avoid

Frequently Asked Questions

Can I do two degrees at the same time in India?

Yes. UGC allows two regular programmes with no timetable clash, one regular plus one online or ODL, or up to two online or ODL programmes, as long as the institutions are recognised.

Can I do two online degrees together?

Yes, up to two online or ODL programmes at a time, provided each is from a recognised university and approved for the session you join.

Can I do a regular degree and an online degree together?

Yes. One full-time regular programme plus one online or ODL programme is an allowed combination. Check the regular college's attendance rules.

Do both degrees have to be from the same university?

The guidelines do not require it. For online and ODL programmes you are not tied to one city, but each university must be recognised and willing to admit you. Confirm this with each one.

Does the dual degree rule apply to PhD?

No. The guidelines exclude PhD programmes.

Can I do two degrees from two different states?

Generally yes for online and ODL programmes, as long as both institutions are recognised and the schedules work. For two regular programmes, timetable and location make it hard in practice.

Will my second degree be valid for government jobs?

Validity depends on UGC-DEB approval for the online programme and on each recruiter's own eligibility notification. Check the notification before you rely on it.

Is the dual degree rule new in 2026?

No. UGC issued the guidelines in April 2023 and revised them in April 2025. We did not find a newer notification at the time of writing, so check the official UGC website for any update.

The Bottom Line

UGC allows two degrees at once, and for working students the online route is the easiest way to use it. But the permission is only the starting point. The real questions are whether both programmes are properly approved, whether both universities will actually admit you, and whether you can handle the workload without hurting your results. Verify first, ask in writing, then enrol.
